Notice on Regulations of Boarding with COVID-19 Negative Certificates for the China-bound Passengers in Latvia

According to the joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China dated 20 July 2020, the Embassy of the People's Republic of China in the Republic of Latvia hereby notifies all China-bound passengers as follows:

I. General Requirement:

Starting from 7 September 2020, Chinese and foreign passengers who are to fly from Latvia to China or transfer via other countries to China are required to take nucleic acid tests within 3 days (72 hours) before boarding, and apply for green health codes with an "HS" mark (for Chinese nationals only, please see attachment 1) or certified Health Declaration Form (for foreign nationals only, please see attachment 2). The airlines will check the health codes or Health Declaration Form before boarding. Passengers who do not meet the relevant requirements cannot board the plane. It is also recommended that passengers bring the printed hard copy of the negative nucleic acid test certificates as well for inspection.

II. Testing Time and Recognized Testing Institutions:

Nucleic acid tests for COVID-19 should be taken within 3 days (72 hours) before boarding at the testing institutions (please see attachment 3) recognized by the Embassy.

III. Procedures for Chinese Passengers to Obtain Health Codes

Chinese passengers are required to upload photos of their COVID-19 negative nucleic acid test certificates to the Wechat mini program COVID-19 Prevention Health Code International Version within 24 hours after receiving the certificates. The passengers will receive green health codes with an "HS" mark (see attachment 2) once approved by the Embassy. All passengers are required to cooperate with airlines for health codes checking.

IV. Procedures for Foreign Passengers to Obtain Certified Health Declaration Form

After obtaining the COVID-19 negative nucleic acid test certificate, a foreign passenger should send a scanned photocopy of the COVID-19 negative certificate, passport data page and signed Health Declaration Form (See Attachment 2) to the email address of ltwylsb@163.com for assessment. The subject of the email should be "HS+Name+Departure Date". After approval, the certified form with the seal of the Embassy will be send back to the passenger via email. All passengers are required to board with printed certified Health Declaration Forms within the validity period and cooperate with airlines for further checking.

V. Important Reminders:

V-I Chinese and foreign passengers ultimately bound for China are required to carefully read the notice. Those who can't duly receive COVID-19 negative nucleic acid test certificates and obtain health codes with an "HS" mark or valid citified Health Declaration Forms won't be allowed to board the flights, and will have to change their itineraries.

V-II China-bound passengers transferring via the countries that require health codes with an "HS" mark or certified Health Declaration Forms for boarding (Click here for the list: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html ) will also be required to show health codes with an "HS" mark or certified Health Declaration Forms during transfers. Please make sure that the health codes or Health Declaration Forms are still valid when boarding the connecting flights to avoid stranded results.

V-III Passengers who provide false certificates or information shall bear corresponding legal liabilities.
