Notice of Requirements for China-bound Passengers to Obtain COVID-19 Negative Certificates before Boarding

According to the Joint Announcement by the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China on requiring China-bound passengers to obtain COVID-19 negative certificates before boarding, the Chinese Embassy in Latvia reminds China-bound passengers of the following:

I. China-bound foreign passengers to transit in those countries that have not yet required COVID-19 negative certificates before flying directly to China, do not need to take nucleic acid tests for COVID-19 before boarding.

II. Some countries (Click here for the list: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html) have implemented the requirements of obtaining COVID-19 negative certificates before boarding the flights to China. Therefore, foreign passengers who are to transit in the above-mentioned countries and then fly directly to China need to take nucleic acid tests for COVID-19 in Latvia in order to obtain a certified Health Declaration Form from the Chinese Embassy in Latvia. Airlines will check the forms before the passengers board the connecting flights to China. Therefore, it is important that the passengers ultimately bound for China who are to transit via the above-mentioned countries should make sure that their Health Declaration Forms are valid and certified before boarding the flights direct to China, otherwise, airlines would not allow them on board.

III. Testing Time and Institutions

All passengers who are to transit in the above-mentioned countries and then fly directly to China need to take nucleic acid tests for COVID-19 within five days before boarding the connecting flights to China.

Testing institutions recognized by Chinese Embassy in Latvia are listed in the Attachment 1.

IV. Application procedures for Health Declaration Form

After obtaining the COVID-19 negative nucleic acid certificate, a foreign passenger should send a scanned photocopy of the COVID-19 negative certificate, passport data page and signed Health Declaration Form (See Attachment 2) to the email address of ltwylsb@163.com for assessment. After approval, the certified form will be send back to the passenger via email.

The passenger should bring a hard copy of the certified form to the airport.
