Legalization means the authentication of the last signature or seal / stamp of the relevant authority affixed on a document. A legalization in no way attests to the authenticity of the contents of a document.

Steps for legalization

To have a document which was executed in the Republic of Latvia be accepted in the People's Republic of China, the document shall first be notarized by a Latvian Notary Public, then authenticated by the Consular Department of the Ministry of Foreign Affairs of the Republic of Latvia (Elizabetes 57,Ground Floor, Tel: 67016364, Fax: 67828274, Opening hours: Mon. & Thu. & Fri. 9:00-12:00, Tue.13:00-16:00,), and finally be authenticated by the Chinese Embassy. If the document was issued by an office of Latvian government or a public institution, please consult with the Consular Department of the Ministry of Foreign Affairs of the Republic of Latvia to see if it can be directly sent to the Department for authentication before it undergoes authentication by the Chinese Embassy.

 

Requirements for legalization

Before submit your documents, please complete a legalization application form. It is available at request at this office, or to download at this website.

The original document authenticated by the Consular Department of the Ministry of Foreign Affairs of the Republic of Latvia and its complete duplicate.

Document which contains more than two pages should be tightly banded with ribbons and notary public seal should be produced to avoid any forge behavior.

Documents for private affairs, the passport of the applicant together with the photocopies of the above are required. Documents of the legal persons,the passport of the representative of the legal person with the photocopies of the above are required. 

All applications can be submitted in person or through a courier, but a power of attorney certified by a notary of the applicant is required. Application by post is not accepted.

 

Processing time and Fees

The legalization fee is 18 Euros for each civil-case document; 35 Euros for each commercial-case or property-case document. Normal service takes 5 working days. Express service takes 2-4 working days. Extra express fee is 31 Euros extra per document, express fee is 21 Euros extra per document.
